Lower North Island Masters Regional Championships 2006- Event Notice

= Organising Authority

·         The organising authority for the Lower North Island 2006 Masters= Regional Championships is the Lower North Island Regional Committee. 

·= ;      =    The event to be named the Masters Regional Championship and that the term Lower North Island Regional Masters Champion to be conferred on the winning teams= .

NZIHA Approval=

·         This Event Notice will be forwarded to the Secretary ,NZIHA, Box 7014, New Plymo= uth, or by email:  k= rys.beardman@xtra.co.nz)  for approval prior to 20th April 2006.

 

Rules

·         The Lower North Island 2006 Masters Regional Championships will be conducted un= der the NZIHA By-laws, NZIHA Official Rule Book, and this Event Notice.  Where the Official Rule Book and t= his event notice conflict, the event notice will take priority.

·= ;      =    Masters playing across clubs are not required to wear uniform pants but must wear a uniform jersey,

·= ;      =    Stop time will not apply in the Masters Regional Championships.

·= ;      =    Overtime will not be played in the Masters Regional Championships.=

Disciplinary Procedures

·         The 2006 NZIHA Disciplinary Procedures shall be used.

·= ;      All people appear= ing before the Lower North Island Disciplinary Tribunal will be required to pay= a fee of $50.00 to cover the expenses of Tribunal hearings when any charges against that individual are proven.  This is in addition to any other penalties awarded by the Tribunal.  The individual may not participate until the $50.00 is paid and any other penalties have been served.

 

Eligibility - Teams & Clubs

·         The 2006 Lower North Island Masters Regional Championship is open to teams, entered by NZIHA Lower North Island Region clubs.

·= ;      =    Clubs may enter more than one team.

·= ;      =    Clubs must be affiliated to NZIHA prior to any of their teams participating in the Regional Championships.

 

Eligibility – Players

·         All players must be currently registered with NZIHA for the club they are playi= ng for prior to taking part in any game. When players have played in a regional championship within the current season and thereafter transfer to another c= lub they are ineligible to continue playing in a regional championship unless t= he NZIHA grants dispensation prior to July 31st, 2006.  (Doc # NZIHA 05101)

·         All players must be currently registered with the NZIHA.  Players must play for = the club with which they are registered unless their club does not have a Maste= rs team in which case they may play across clubs.

·         Players shall be entered as playing for one team.

·= ;      A team which fiel= ds an ineligible player is deemed to have forfeited the game with a loss recorded= and a score of 5-0 or    &= nbsp; the actual score whichever is the most advantageous to the non-offen= ding team.

 

Draw

·         A draw will be published to all clubs as soon as possible after the close of entries. =

·         All games are to be played as per the draw but may be rescheduled by mutual agreement between ALL of the following parties:-  the two teams, the rink manager an= d the Regional Chairperson or, if the application involves the Chairperson’s own Club or where there is a close personal interest, the application will = be considered by Regional Secretary.

 

Dates

·         Games will be scheduled to commence 30= th April 2006 and finish no later than 27th August 2006

·         There will be no games schedul= ed on the following dates:-          &= nbsp;  

3rd –5 th June

1st – 2nd July  (NZ Secondary School Champs, if applicable)

8th – 9th July    &nb= sp;            =             &nb= sp;            =             &nb= sp;

·         Games shall be rescheduled for teams when their players are representing the New Zealand Inline Hockey Association at international events.

 

Venues

·         Masters grades will where possible be played at either Arena 4, Levin Events Centre= , Jubilee Stadium, the or the Kilbirnie Recreation Centre.  Games will only be played at rinks= where there are no safety issues for players or spectators.

 

Format

·= ;      =    The format of championships is expected to be a double round robin if there are five or more teams entered, and if there are fewer than five teams a triple round robin will be played.  T= he Winner of the Masters Regional Championships shall be determined at the end= of these round robins.

·= ;      =    MERCY RULE There will be NO EXCEPTIONS.

o      =    After a ten-goal differential (one team is ten goals clear of the other) has been established at any time during a game, the Referees and Game Official will inform both coaches that the game has finished.

o      =    At this point the scoreboard will be cleared and the final results noted on the score sheet. The following options will then be presented to the coaches.  Only one of these two options may = be used.

·= ;      =    Play will continue with the Referees for the time remaining in the game (if time allows) but no goals will be recorded on the score sheet or posted on the scoreboard and Referees will officiate the game as per usual.

= ·         That the teams combine and complete the game with mixed teams.

Officials

·= ;      =    All Teams are to make arrangements for at least one scorer, one timekeeper and a goal judge for each game.

·         All clubs are to provide the Referee Co-ordinator with a list of suitably quali= fied referees.   The Referee Co-ordinator or his/her appointed representative are to make arrangements f= or two referees for each game.

·         All host clubs are to provide a qualified First Aid person  =

·         The Host Club provides the scorebook, and the Host Club is responsible for forw= arding the results and the top copy of the score sheets to the Regional Statistici= an.

 

Entries and Fees<= o:p>

·         Entries close on 1 April = 2006 with the Regional Secretary, Robbie McIntyre [r= obbiemcintyre@xtra.co.nz], 26 Aintree Cres

·         Palmerston North.

·= ;      The entry fee for= the Regional Championships is $30.00 per team plus the rink = and referees fees below.

·= ;      No late entries w= ill be accepted.

·= ;      Rink and referees= fees are $40.00 per team per game payable to the host Club, preferably by one cl= ub cheque to cover all teams.  Any admission fees charged by independent venue owners will be an additional co= st.

·= ;      The host club is responsible for reimbursing the referees the $10.00 per game.  Any additional reimbursements due = to Level 2 or level 3 referees will be reimbursed by the Lower North Island Regional Committee.  Referees = shall be reimbursed as follows;

·= ;      =    $10/game for Level One Referees for all games.

·= ;      =    $15/game for Level 2 & 3 Referees for all games.

·         Teams that default will be required to pay a team fee of $80.00 to the host team to cover the liabilities for the rink hire and referee costs.  Any failures to pay will be referr= ed to the Regional Committee for action.

·         All players, team officials, referees and game officials are to be admitted free except when required to pay the admission fees charged by independent venue owners.

 

Results

·= ;      =    Game results and team standings will be published on the NZIHA Homepage (www.nziha.com) 

·= ;      =    An NZIHA official scoresheet (four period version) must be completed for each scheduled game including those defaulted or forfeited.   It is the responsibility of = the Host Club to provide the scorebook.

·= ;      =    All team managers are to sign off the scoresheet prior to the start of each gam= e.

·= ;      =    In the case of a player serving a suspension, the Team Manager must record the game served on the applicable scoresheet.

·= ;      =    A copy of the score sheet may be collected by the Manager of each team at the conclusion of each game.

·= ;      =    It is the responsibility of the Host Club to email or  fax the results to Diane Thomsen on Sunday night (email: dthomse= n@xtra.co.nz ; Fax  06 364 8930 )  and to forward the top copy to the Regional Statistician  Diane Thomsen,

       P O Box 205, Otaki)  no later than 5 days a= fter the game.  In the event of a s= core sheet not being received on time the

      visiting t= eam shall be awarded two points and their score and the host team shall be awar= ded no points and no score.

Points

·         A win will be awarded 2 points= , a draw 1 point, a loss 0 points; a default or forfeit will result in minus 2 points being deducted from the team’s overall points and a win being recorded to the non-offending team.

·          The result of a game that is defaul= ted shall be recorded as 5– 0

·         The result of a game that is forfeited shall be recorded as either 5 – 0 or the actual score which= ever is most advantageous for the non-offending team.    

·         A team which fields an ineligi= ble player is deemed to have forfeited the game and the appropriate points (as above) shall apply.

Final Standings

·         Ties in the final standings of= the Masters Regional Championships will be resolved in favour of the team with = the best goal difference over all games. 

·          

Trophies

·         A trophy will be awarded to the team that wins the Masters Regional Championships.
