EVENT  NOTICE

 

Nationals Qualifier  2006

 

Organising Authority

The organising authority for the National Qualifier is the Lower North Island Regional Committee

 

Venue and Dates for National Qualifiers

·         In acordance with the regional event notice:

National Qualifiers will be held on 19/20 and 26/27 August for the top 5 placed clubs in the following grades:-U12, U14, U16, U20, Open A, and Women at which there will be a round robin playoff to determine the teams eligible for National Championships.  During those same weekends a regional competition will be held for the top 5 placed teams inthe Under 10 and Open B grades.

·         Competion dates will be

  • 19-20 August:  U16, U20, Open A at the B&M Stadium, Palmerston North
  • 26-27 August:. U12, U14, Women at  Jubliee Stadium, Wanganui..
  • In addition on the weekend of 19-20 August there will be an Open B tournament

and on 26-27 August there will be a Under 10 tournament for all teams in the region

 

Rules

·         The National Championships and associated tournaments will be conducted under the NZIHA By-Laws, NZIHA Official Rule Book (2004 reprint) with addenda and amendments notified in 2006 by the NZIHA Chief Referee, and this Event Notice. 

·         MERCY RULE There will be NO EXCEPTIONS.

  • After a ten-goal differential (one team is ten goals clear of the other) has been established at any time during a game, the Referees and Game Official will inform both coaches that the game has finished.
  • At this point the scoreboard will be cleared and the final results noted on the score sheet. The following options will then be presented to the coaches.  Only one of these two options may be used.
  • Play will continue with the Referees for the time remaining in the game (if time allows) but no goals will be recorded on the score sheet or posted on the scoreboard and Referees will officiate the game as per usual.
  • That the teams combine and complete the game with mixed teams.

Eligibility

·         Entry is open to Lower North Island Region clubs that have finished in the top 5 places in their grade in the Regional Championships round robins leading up to the Qualifier. There is a maximum of one entry per club per grade.

·         All players must hold current NZIHA registration for the club which they are playing for, and all players aged 16 and over must have registered with NZIHA prior to 31 July 2006.

·         All team officials must hold current NZIHA registration

·         Players can play for only one team in the National Qualifier,   All players, including Women, must be entered under one team and can play for only one team. 

·         Players may not play in an age grade if they have played more than three times in a higher age grade or higher age grades in the Regional Championships.

 

Entries

·         Entry must be made on the official entry form and be received by the Secretary, Lower North Island Regional Committee of  NZIHA,  26 Aintree Cres, Palmerston North. by  5pm on  16th August, 2006.

·         The entry fee is      Open, A, Open B, U12, U14, U16  (4 games):-  $250 (GST inc.)

Senior Women (3 games), :-  $187.50 (GST inc.)

U10, U20  (2 games):-  $130  (GST inc.)

payable by 19th August 2006.

·         Team roster is to be supplied with the official entry.  The Player Roster may not be added to after the start of the team’s first game in the Tournament.

·         If an entry is not received by the Lower North Island Secretary by 5pm, 16th August, 2006, the place may be allocated to the club which  placed sixth in the Regional Championships 

·         Entries are subject to acceptance by clubs that each team will fulfill its rostered duties (e.g. goal judging)

·         In the event that a team withdraws after official entry (i.e. after 16 August), the team will forfeit the entry fee.

 

Format

·         In all grades there will be a round robin

·         If at any time during the last two minutes of the fourth quarter the score is tied or within one goal, then the remainder of the game shall be stop time.

 

Draw

·         The draw will be emailed to all clubs  by  5pm on 17th August  2006 and published in www.nziha.com as soon as possible after that date.

·         The Tournament Director reserves the right to alter the schedule of games or make whatever operational changes are deemed necessary in case of unforeseen circumstances.  Any changes will be notified on the Tournament Notice Board.

 

Score Sheets

It is the responsibility of the Team Manager to check that the team roster is correctly recorded on the Official Score Sheet and to initial the Score Sheet before each game.  The Tournament Organiser may not be held responsible for omissions or errors in team rosters on score sheets.

 

Points

·         A win will be awarded 2 points, a draw 1 point, a loss 0 points; a default or forfeit will result in minus 2 points being deducted from the team’s overall points and a win being recorded to the non-offending team.

·         The result of a game that is defaulted shall be recorded as 5– 0

·         The result of a game that is forfeited shall be recorded as either 5 – 0 or the actual score whichever is most advantageous for the non-offending team.    

·         A team which fields an ineligible player is deemed to have forfeited the game and the appropriate points (as above) shall apply.

·         The points from the Regional Championships are carried over to the National Qualifiers.

 

Ties

Ties in the final standings of the National Qualifiers will be determined by the placing in the Regional Championships

 

Game Time

·         Games will be 4 x 10 minute periods.

·         There will be no overtime period for tied games.

·         If at any time during the last two minutes of the fourth quarter the score is tied or within one goal., then the remainder of the game shall  be stop time.

·         Teams must be ready to play 30 minutes before their scheduled start time.   The Tournament Organisers reserve the right to start games up to 15 minutes prior to their scheduled start time.

 

Results

·         The score as shown on the electronic scoreboard is subject to final onfirmation upon completion of the Official Score Sheet.

·         Copies of completed Score Sheets will be available to Team Managers in the Tournament Office 30 minutes after games.

·         A Results Chart and Standings Chart will be displayed on the Tournament Notice Board.

 

Protests

Protests must be notified to the game referee verbally by the Captain of the protesting team immediately after the game and in writing no later than 30 minutes after the completion of the game.  All protests must be accompanied by a fee of $100 which is refundable if the protest is upheld.

 

Regional Championships Disciplinary Committee

·         The Regional Championships Disciplinary Committee will deal with all disciplinary matters.  The members of this Committee shall be NZIHA members and shall be:-

·         The NZIHA President or her nominee, a member of the NZIHA Referees Committee or his/her nominee, the Lower North Island Disciplinary Chairperson or her nominee, and the Tournament Director or his/her nominee. 

·         The Regional Championships Disciplinary Committee is empowered to discipline players, teams, team officials, and clubs for their conduct both on and off the rink before, during, and after a game. 

·         This Disciplinary Committee may impose disqualification, suspension, fine and/or other measures as deemed appropriate by the Committee.

·         Hearings will be conducted at a time notified to the parties involved by the Tournament Director, and as far as is practical, during the Tournament. 

·         Penalties imposed in this Tournament will, if applicable, carry over to further NZIHA sanctioned games and to NZIHA trials.

 

Uniform and Protective Equipment

·         All players are to be uniformly dressed (i.e. jerseys and leg apparel).  Players failing to comply will be ruled from the playing surface and not permitted to play until uniformly dressed.

·         All teams must have an alternate jersey.  In the event that the Chief Referee declares a clash of colours of the two competing teams, it is the Home Team that must change its jersey.

·         Players must wear protective equipment approved for the game of inline hockey.

 

Puck

An IDS puck shall be used for all games.  The colour of the puck is to be determined by the Chief Referee.

 

Referees

The Referees Roster is compiled by the Chief Referee in association with the Tournament Director.  In each game there shall be a minimum of three referees (two on floor and one in the Penalty Bin); 

 

Score Bench

The Score Bench roster is compiled by the Tournament Director or his/her nominee.  Clubs are asked to supply to the Lower North Island Secretary the names and email addresses of experienced score bench officials who are willing to be included on the roster. 

 

Default

In the unlikely event that a team defaults a game, the defaulting team shall pay $100 per defaulted game.
