Central Regional Championships 2006 - Event Notice

 

Organising Authority

 

·         The organiz= ing authority for the 2006 Central6 Region Championships is the Cent= ral Region Committee. The Central  Event Notice was approved by the NZIHA  on (insert date). =

·         The event is named the Central Region Championship and the term Central Regional Champion= is to be conferred on the winning team in each grade.

Rules

 <= /p>

·         The Central 2006 Regional Championships will be conducted under the NZIHA By-laws, NZIHA Official Rule Book, and this Event Notice. Where the Official Rule Book and this event notice conflict, the event notice will take priority.=

Eligibility - Teams & Clubs

 

·  &n= bsp;      The 2006 Central Region Championships are open to teams, entered by NZIHA Central Region clubs, in = the following grades : - U12, U14, U16, U20, Open Div 1, Open Div II and  Senior Women. 

<= span style=3D'mso-list:Ignore'>·         Clubs may e= nter more than one team in any Grade.

 

<= span style=3D'mso-list:Ignore'>·         Clubs must = be affiliated to NZIHA prior to any of their teams participating in the Region= al Championships.

 

<= span style=3D'mso-list:Ignore'>·         Any Central Region Team who enters the Central Regional Championships after the commencement date 1st April and is accepted for inclusion in the Central Regional Championships is NOT eligible for NZ National Championship= s.

 

Eligibility – Players

=  

·         All players must be currently registered with NZIHA for the club they are playing for p= rior to taking part in any regional championship game. When players have played = in a regional championship within the current season and thereafter transfer to another club they are ineligible to continue playing in the regional championship unless the NZIHA grants dispensation prior to July 31st, 2006.  (Doc # NZIHA 06101)

·         In Regional Championships players shall be entered as playing for one team except for w= omen who may play for both the senior women’s grade and an age grade.  However, provided that they comply= with age eligibility at all times, players are permitted to play in other teams = of a higher age grade or higher divisions within an age grade of the same club a maximum of three times. Where players have play= ed for other teams of any higher age grade or division on more than three occasions they are ineligible to play down.  Where a club has two teams in the = same division, players may play for only one team in the regional championships.=

·  &n= bsp;      A team which fields an ineligible player is deemed to have forfeited the game with a loss recorded and a score of 5-0 or the actual score whichever is the most advantageous to the non-offending team.

<= span style=3D'mso-list:Ignore'>·         Where a club has more than one team in the Open Grade of the Regional Championshi= ps, players may play for only one of those teams for the duration of the Region= al Championships.

If one team from a club qualifies for the Nation= al Championships Open Grade, the club may select its Nationals team from all of its eligible players.

If two teams from a club qualify for the National Championships Open Grade, players who have played in the Regional Championships in one of the qualifying teams are only eligible to play in t= he same team as they played in the Regional Championships.  However, other eligible players in= the club may be included.

 

·         The Open Div II Grade t= eams may contain players from different Central Region clubs to provide adequate numbers in a team, with specific approval of the Central Region Committee

Entries and Fees

 

·         Entries are= to be on the attached entry form.

·         The closing date for entries is March 10th 2006.

·         No late ent= ries will be accepted.

·         The entry f= ee is $200 per team. Clubs will be invoiced by end of March 2006 which is paya= ble by the end of April 2006.This fee covers team entry for the Central Region Championships and referee reimbursement for games.

·         A default b= ond of $100 is required from each Club to cover rink fees in the event of a def= ault and forfeited on the clubs first default. Default fee bonds will be carried over annually if unused. Any club who has defaulted in the previous season = and forfeited their default fee will be invoiced for the 2006 season.

·         The Default= fee is $100. Defaults will be tabled at each Central Region Meeting & invoi= ced immediately. The Regional Statistician will advise clubs of any defaults on receipt of the scoresheets.

·         Rink Fees a= re $30 per team payable to the host club..

·         Referee Fees: Referees shall be reimbursed as follows;

o   &nb= sp;     $10/game for Level One Referees for all games

o   &nb= sp;     $15/game for Level 2 & 3 Referees for all grades

 

·         All game officials will be admitted free. Referees are responsible for ensuring their names are clearly printed on each game they officiate and signed off= by the scorekeeper.

·         Referee reimbursement will ONLY be processed directly to referee bank accounts. Referees are responsible for completing the banking information form attach= ed and forwarding to the Regional Treasurer to enable direct crediting to their accounts. Referees will be eligible for reimbursement after a minimum of 5 referee onfloor duties are completed for regional championships and thereaf= ter.

Draw

 =

·  &n= bsp;      A preliminary draw will= be issued to clubs via the Regional Secretary by the 17th March.  Submissions must be made by 5pm on= the 24th March and the draw published to clubs by Monday 27th March.

·      =    A draw will be publishe= d to all clubs via the regional secretary and will be posted on the NZIHA website under the Central region section. <= /i>The f= inal date for regional competition shall be August 27th, 2006.

 

 

Score Book a= nd Results

 

<= span style=3D'mso-list:Ignore'>·         The NZIHA Official Score Sheet shall be used for all games including those defaulted = or forfeited.

<= span style=3D'mso-list:Ignore'>·         Results of games (the white top copy from scorebook) shall be forwarded by the host ri= nk to the Regional Statistician Krys Beardman, P.O.Box 7014, New Plymouth by Wedne= sday of the following week. The Regional Statistician will send a spreadsheet to League Co-coordinator Noel Wilson with game results and to update website within a week of sheets being received.

<= span style=3D'mso-list:Ignore'>·         The Regional Statistician will bring the scoresheets to each Central Region Meeting.

<= span style=3D'mso-list:Ignore'>·         Each team m= ay collect a copy of the score sheet.

<= span style=3D'mso-list:Ignore'>·         Scoresheets must be complete, and correctly filled in.

Points<= /o:p>

 

<= span style=3D'mso-list:Ignore'>·         Points will= be; 2 points for a win, 1 point for a draw, 0 points for a loss or -2 for a for= feit or default.

·      =    There shall be no points awarded for games that involve a team who enters the Central Region Championship after the closing date of March 10th 2006. 

·  &n= bsp;      In the event of a drawn game in pool play extra time will not be played.

·         If, at the end of pool = play two or more teams have an equal number of points and they are in a placemen= t or move-up position, the placings will be determined using the following polic= y:

NZIHA Final Standings

A) Goal Differential will be use= d to determine the team awarded placement position i.e. the total of goals for m= inus the total of goals against for the entire round of pool games shall be used= to determine the placement position for the tied teams.

Team B will be awarded the placement position because they have the greater differential.

If a= ny teams are still tied after the above then goal average for the entire round= of pool games will be used to determine the placement position for the tied te= ams. This is achieved by

B) Goals for divided by goals against.

C) If the teams are still tied after A) & B) then the tied team with the least penalty minutes for the entire round of pool games shall be awarded the placement position.

 

·         Mercy rule shall apply  - where one team = is 10 goals ahead of the other, that is the final score for the game and no furth= er goals shall be recorded.  The = game continues and is officiated as normal.

·         There will = be no Stop Time during league play.

·  &n= bsp;      Games shall be rescheduled for teams when their players are representing the New Zealand Inline Hockey Association at international events. <= /span>

Venues

 

·  &n= bsp;      The Waihi Events Centre, Mount Action Centre, More FM Inline Hockey Arena Hamilton & New Plymouth Arena rinks may be used. The Waihi venue is to be used for U12 & U14 gr= ades only.

·  &n= bsp;      Icing Rule:= - Icing will apply halfway to goal line for the new Ply= mouth, Hamilton and Tauranga rinks measuring over 40 x 20 metres. The Waihi rink will play icing from goal line to goal line.

Disciplinary Procedures

<= span style=3D'mso-list:Ignore'>·         The 2006 NZ= IHA Disciplinary Procedures shall be used. The Central Region Discipline Chairperson is: Peter Shields (add contact details)

<= span style=3D'mso-list:Ignore'>·         The Disciplinary Tribunal reserves the right to impose hearing fees if it sees = fit.

Officials

 

·         The host ri= nk shall organise scorers and timekeepers.

·         All competi= ng teams are to provide a goal judge for the game immediately following theirs= .

·         The Referee Coordinator or his appointed representative is to make arrangements for two referees for each game.

·         All games a= re to be played as per the draw but may be rescheduled by the Regional Chairpe= rson in consultation with the 2 teams, and the League Coordinator Noel Wilson if= it is in the interests of the championships. In the event of a conflict of interest for the Regional Chairperson or League Coordinator, independent persons will fill these positions from the Regional Committee.

 

Prizes

·         A pennant w= ill be awarded to the first club in each grade and a certificate to the individ= ual players. The Central Region Cups will be engraved with the name of the winn= ing team.

National Championships Qualification

 

<= span style=3D'mso-list:Ignore'>·         National Qualifiers will be determined by the total points gained (less any minus points) after all games have played and subject to NZIHA team number allocations per grade.
