Championships - Guideline Document

The
organizing authority for the Lower North Island 2005 Reg=
ional
Championships is the Lower North Island Regional Committee. The Lower North Island Event Notic=
e was
approved by the NZIHA on (insert d=

The
event to be named the Regional Championship and that the term Lower North
Island Regional Champion to be conferred on the winning teams.

The
Regional Committee shall decide how the National
Championships qualifiers shall be determined.

The
Lower North Island 2005 Regional Championships will be conducted under the N=
ZIHA
By-laws, NZIHA Official Rule Book, and this Event Notice.

Players
not dressed in the team uniform (jersey and pants) cannot participate in the
game. The only exception to t=
his is
Masters playing across clubs.

iddot; =
Stop
time will not apply in the Regional Championships, but will apply in the
National Qualifiers.

iddot; =
Overtime
will not be played in the Regional Championships nor the National Qualifier=
s.

The
2005 Lower North Island Regional Championships are open to teams,
entered by NZIHA Lower North Island Region clubs, in the following=
grades:-
U10, U12, U14, U16, U20, Open A, Open B, Women and Masters.
· =
Clubs may enter more than one team in any Grade.
· =
Clubs must be affiliated to NZIHA prior to any of their teams
participating in the Regional Championships.
· =
All players must be currently registered with the NZIHA for the
club they are playing for prior to taking part in any regional championship
games. When players have play=
ed in
a regional championship within the current season and thereafter transfer to
another club they are ineligible to continue playing in the regional
championship unless the NZIHA grants dispensation prior to 31st =
July

In
Regional Championships players shall be entered as playing for one team exc=
ept
for women who may play for both the women’s grade and an age grade. However, provided that they comply=
with
age eligibility at all times, players are permitted to play in other teams =
of a
higher age grade or higher divisions within an age grade of the same club a
maximum of three times. Where players have played for other teams of any hi=
gher
age grade or division on more than three occasions they are ineligible to p=
lay
down. Where a club has two te=
ams in
the same division, players may play for only one team in the regional champ=
ionships.
=
·
Open
Grade:-
Where a club has more than one team=
in
the Open A Grade of the Regional Championships, players may play for only o=
ne
of those teams for the duration of the Regional Championships.
If one team from a club qualifies for the Nati= onal Championships Open Grade, the club may select its Nationals team from all of its eligible players.
If two teams from a club qualify for the Natio= nal Championships Open Grade, players who have played in the Regional Champions= hips in one of the qualifying teams are only eligible to play in the same team as they played in the Regional Championships.= However, other eligible players in the club may be included.

will be determined by way of a regional playoff (hereinafter
refer=
red to
as “Nationals Qualifier”).&nbs=

All players, including Women, must be entered under one team and can
play for only one team during a Nationals Qualifier.

will be scheduled to commence 13 March 2005 and finish no lat=
er
than 29
August 2005.

There

Games=
shall be rescheduled for teams when their players are re=
presenting
the New Zealand Inline Hockey Association in International events.

The Wellington Recreational Centre, Manawatu Arena,
Kapiti Skate and Blade, Rimutaka Rink, Jackals Rink, Jubilee Stadium and Te
Moana Showground rinks may be used depending on the number of teams entered=
and
rink availability.
·
All Open and Under 20 games will be played on a ri=
nk
equal to or greater than 40 x 25 metres and where possible only at Arena 4 =
and
Jubilee Stadiums. All Under 16, Women, Open B and Masters
grades will where possible be played at either Arena 4, Jubilee Stadium, the
Kilbirnie Recreation Centre or the Rimutaka Rink. Games will only be played at rinks=
where
there are no safety issues for players or spectators.
Format
·
The format of championships is expected to be a do=
uble
round robin for each grade with five or more teams and if there are less th=
an
five teams a triple round robin will be played. The Winner of the Regional Champio=
nships
shall be determined at the end of these round robins.
·
An U20/Open competition will be held on the weeken=
d of
11/12 and 18/19 June. It has =
no
bearing on who will represent our Region at Nationals, It is a stand-alone tournament wit=
h no
points being brought in or taken out of the competition but all teams are
competing for a special trophy.
·
National Qualifiers will be held on 20/21 and 27/28
August for the top 5 placed clubs in the following grades:-U12, U14, U16, U=
20,
Open A, and Women at which there will be a round robin playoff to determine=
the
teams eligible for National Championships.=
During those same weekends a regional competition will be held for t=
he
Under 10, Open B and Masters grades.
·
MERCY RULE There will be NO EXCEPTIONS.

sp;
After a ten-goal differential (one team is ten goa=
ls
clear of the other) has been established at any time during a game, the
Referees and Game Official will inform both coaches that the game has finis=
hed.
o&nb=
sp;
At this point the scoreboard will be cleared and t=
he
final results noted on the score sheet. The following options will then be
presented to the coaches. Onl=
y one
of these two options may be used.
·
Play will continue with the Referees for the time
remaining in the game (if time allows) but no goals will be recorded on the
score sheet or posted on the scoreboard and Referees will officiate the gam=
e as
per usual.
·
That the teams combine and complete the game with
mixed teams.
Officials
·
All clubs are to provide the Referee
Co-ordinator with a list of suitably qualified referees. The Referee Co-ordinator or =
his appointed
representative are to make arrangements for two referees for each game.
·=
; =
All host clubs are to provide a qualified First Aid
person
·=
; =
The Host Club provides the scorebook, and the Host C=
lub
is responsible for forwarding the results and the top copy of the score she=
ets
to the Regional Statistician.
Entries, Rink Entry Fees & Bond
· =
Entries
are to be on the attached entry form.
· =
The
closing date for entries is 8 April.
· =
No
late entries will be accepted.
· =
The
entry fee for the Regional Championships is $15.00 per team plu=
s the
rink and referees fees below.
· =
The
entry fee for the National Qualifiers is $250.00, inclusive of the rink and
referee fees below.
· =
Rink
and referees fees are $40.00 per team per game payable to the host Club,
preferably by one club cheque to cover all teams. Any admission fees charged by
independent venue owners will be an additional cost.
· =
The
host club is responsible for reimbursing the referees the $10.00 per game.<=

el 2
referees will be reimbursed by the Lower North Island Regional Committee. Referees shall be reimbursed as fo=
llows;
· =
$10/game
for Level One Referees for all games,
· =
$15/game
for Level 2 Referees officiating at U20/ Open and Women games,
· =
$10/game
for Level 2 Referees officiating at U10/U12/U14/U16 and Masters games.
· =
Teams
that default will be required to pay a team fee of $80.00 to the host
team to cover the liabilities for the rink hire and referee costs. Any failures to pay will be referr=
ed to
the Regional Committee for action.
·
All
players, team officials, referees a=
nd
game officials are to be admitted free except when required to pay the
admission fees charged by independent venue own=
ers.
·=
; =
All people appearing before the Lower North Island
Disciplinary Tribunal will be required to pay a fee of $50.00 to cov=
er
the expenses of Tribunal hearings when any charges against that individual =
are
proven. This is in additional=
to
any other penalties awarded by the Tribunal. The individual may not participate=
until
the $50.00 is paid and any other penalties have been served.
·=
; =
A draw will be published to all clubs as soon as
possible after the close of entries.
· =
All games =
are
to be played as per the draw but may be rescheduled by mutual agreement bet=
ween
ALL of the following parties:- the
two teams, the rink manager and the Regional Chairperson or, if the applica=
tion
involves the Chairperson’s own Club or wh=
ere
there is a close personal interest, the application will be considered by
Regional Secretary.
Results
· =
Game
results and team standings will be published on the NZIHA Homepage
(www.nziha.com)
·=
; =
An NZIHA
official scoresheet (four period version) must be completed for each schedu=
led
game including those defaulted or forfeited. It is the responsibility of =
the
Host Club to provide the scorebook.

All
team managers are to sign off the scoresheet prior to the start of each gam=
e.
&m=
iddot; =
In
the case of a player serving a suspension, the Team Manager must record the
game served on the applicable scoresheet.

A copy of =
the
score sheet shall be given to the Manager of each team at the conclusion of
each game.
· =
It is the
responsibility of the Host Club to email or fax the results to Diane Thomsen on
Sunday night (email: dthomsen@xtra.co.nz ; Fax 06 364 8930 ) and to forward the top copy to the
Regional Statistician Diane
Thomsen,

shall be awarded two points and their score and the host team shall be awar=
ded
no points and no score.
Points
·=

A win will be awarded 2 points, a draw 1 point, a
loss 0 points; a default or forfeit will result in minus 2 points being
deducted from the team’s overall points and a win being recorded to t=
he
non-offending team.
·=
; =
The
result of a game that is defaulted shall be recorded as 5– 0
·=
; =
The result of a game that is forfeited shall be
recorded as either 5 – 0 or the actual score whichever is most
advantageous for the non-offending team.
·=
; =
A team which fields an ineligible player is deeme=
d to
have forfeited the game and the appropriate points (as above) shall apply. =
·=
; =
The points from the Regional Championships will be
carried over to the National Qualifiers.
Final Standings
·=
; =
Ties in the final standings of the Regional
Championships will be resolved in favour of the team than beat the other wh=
en
the tied teams last met. If this fails to resolve the tie, then the tie wil=
l be
resolved in favour of the team with the best goal difference over all
games. Where a goal differenc=
e is
used to resolve ties in the final standings in
regional competition, with exception of the Nationals
Qualifier, the maximum goal difference tha=
t can
be taken from a game is 5.

Ties in the final standings of the National
Qualifiers will be determined by the placings in the Regional Championships=
Trophies
· =
Trophies
will be awarded to the teams that win the Regional Championships. To clarify this means that the win=
ners
are determined prior to the additional National Qualifiers part of this
completion.
