Lower North Island Regional Championships - Event Notice

Organising Authority

·      =     Lower= North Island 2004 Regional Championships is the Lower North Island = Regional Committee.  The Lower North Is= land Event Notice was approved by the NZIHA on ___________).

Rules

·      =     Lower North Island 2004 Region= al Championships will be conducted under the NZIHA By-laws, NZIHA Official Rule Book 2002, and this Event Notice.

&m= iddot;      =       The only exception to t= his is Masters playing across clubs.

&m= iddot;      =     &m= iddot;      =       Where possible early notification of a default should be advised to = the host club.

Eligibility - Teams & Clubs

·= ;      =     The 2004 Lower North Island Regional Championships are open to teams, entered by NZIHA Lower North Island Region clubs, in the following grades:- U10, U12, U14, U16, U20, Open, Women, Senior and Masters.  Note that the Under 10, Senior and Masters grades will not be contes= ted at Nationals. 

·= ;      =     A club may enter more than one team in any Grade.

Eligibility

=  

·          All players must be currently registered with the NZIHA for the club they are playing for. (Note Masters may play across club= s if their club does not have a Masters team.)&= nbsp;

·          When a player has played in a regional championship within the current season AND THEREAFTER transfers to another club they are ineligible to continue playing in the regional championship unless the NZIHA grants dispensation prior to July 31st, 2004.  (Doc # NZIHA 04101)

·          All players aged 16 and Over (Senior Registration) MUST be registered prior to July 31st, 2004 in order to be eligible for Regional Championships and National Championships in the year of registrati= on.

·          All clubs MUST be affiliated to NZIHA by March 31s= t or prior to any of their teams participating in any NZIHA sanctioned competiti= on or championship.

·          All team officials must be registered with NZIHA.<= o:p>

·          There will be an audit of players, officials and clubs.  Those not registered are ineligibl= e to participate.

·      =       teams of a higher age grade and of the same club to a maximum of three times.= Where a player has played for other teams on three occasions they shall rem= ain with the team with which they next play for the rest of the championships.<= span style=3D'mso-spacerun:yes'>  Where a club has two teams in the = same division, players may play for only one team.  Note that dispensation is given to female players who are eligible for U20 to U10 classes to allow them to play down one year.

Note: At National Championships players may play for only ONE TEAM.

·          Open Grade:-

Where a club has more t= han one team in the Open Grade of the Regional Championships, players may play = for only one of those teams for the duration of the Regional Championships.

If one team from a club qualifies for the National Championships Open Grade, the club may select its Nationals team from all of its eligible players.

If two teams from a club qualify for the National Championships Open Grade, players who have played in the Regional Championships in one of the qualifying teams are only eligible to play in t= he same team as they played in the Regional Championships.  However, other eligible players in= the club may be included.

·          Masters:

Masters may play in a Senior or Women’s team= and a Masters team.

All players in a Masters team must  be aged 35 or over = if a male and 30 or over if a female.  To encourage the Masters competition players may play in a Lower North Island = Club different to that they normally play for.&= nbsp; (Eg a member of the Renegades Senior team could play Masters for the Penguins if the Renegades cannot enter a Masters team.)  Once a player has nominated a Mast= ers team different to the club they normally play for the player must remain in that team unless the Regional Committee approves a change.

Dates

·      =     25 A= pril 2004 and finish no later than = 22 August 2004.=

·      =     ·      =     Venues

·          The Wellington Recreational Centre, Manawatu Arena, Kapiti Skate and Blade, Rimutaka Rink, Jackals Rink, Jubilee Stadium and Te Moana Showground rinks may be used depending on the number of teams entered= and rink availability.

·          All Open and Under 20 games will be played on a ri= nk equal to or greater than 40 x 25 metres and where possible only at Arena 4 = and Jubilee Stadiums and all Women, Senior and Masters grades will where possib= le be played at either Arena 4, Jubilee Stadium or the Kilbirnie Recreation Centre.

Format

·= ;      =     Depending on the number of teams entered in each grade the format of championships is expected to be least a double round robin within each grade.

·= ;      =     The Under 20 teams will compete in the U20 grade but within the Open grade competition.  Points will coun= t for all games so players may not play across teams in the Open and Under 20 competition.

·          The teams eligible for National Championships shall be the top= two placed clubs in each grade at the end of this competition (the Regional Championships), with the exception of the open grade where the top 4 placed teams (maximum of 2 teams per club) shall be eligible for National Championships, and with the exception of the U10, Senior and Masters grades which will not be contested at the National Championships.

·          A separate competition at the end of t= he Regional Championships will be arranged for the Under 10, Senior and Masters grades.

Officials

·          All Teams are to make arrangements for= one scorer/timekeeper for each game.

·      =     All clubs are to provide the Referee Co-ordinator with a list of suitably qualified referees.   The Referee Co-ordinator or = his appointed representative are to make arrangements for two referees for each game.

·          All host clubs are to provide a qualif= ied First Aid person.

Entries and Entry Fees.

·      =     ·      =     ·      =       Any admission fees charged by independent venue owners will be an additional cost.

·      =       Referees shall be reimbursed as fo= llows;

·      =     ·      =     ·      =     ·      =     $80.00 to the host team to cover the liabilities for the rink h= ire and referee costs.  Any failur= es to pay will be referred to the Regional Committee for action.

·         players, team officials, referees a= nd game officials are to be admitted free except when required to pay the admission fees charged by independent venue own= ers.

Draw

·      =     7 Apri= l.

·      =     Results

·      =       as soon as possible after they bec= ome available.

&m= iddot;      =        It is the responsibility of = the Host Club to provide the scorebook.

&m= iddot;      =     &m= iddot;      =     &m= iddot;      =     &m= iddot;      =       In the event of a score= sheet not being received on time the visiting team shall be awarded two points and their score and the host team shall be awarded no points and no score.=

·          A win will be awarded 2 points, a draw 1 point, a = loss 0 points, and a default, forfeit or no show will result in a minus 2 points being deducted from the offending teams overall points and a win being reco= rded by the non-offending team.

·      =       shall default the game and the res= ult shall be recorded as 5 – nil or the actual score whichever is the most advantageous to the non offending team

·          A trophy will be awarded to the first placed team = in each grade. (U10, U12, U14, U16, U20, Open, Women, Senior and Masters) base= d on the results of the Regional Competition.
