Central Regional Championships - Event Notice

Organising Authority

·          The organizing authority for the Central Region  2003 Regional Championships is the Central Region Regional Committee.

Rules

·         The Central Region 2003 Regional Championships will be conducted under the N.Z.I.H.A. By-laws, N.Z.I.H.A. Game Rules and this Event Notice.

·         All teams MUST be uniformly dressed. Teams must be dressed in matching team jerseys. Team playing pants MUST be identical, however a dispensation for player pants only ( due to delivery problems) is available  until June 15th, 2003. After this date on-floor officials will enforce Rule 307 (NZ Addendum)

·         ICING - For the Hamilton, Tauranga and Waihi venues icing will apply "goal line to goal line". For the New Plymouth Arena 1 venue icing will apply from half way to goal line.

·         STOP TIME - will not apply in Regional League games, but will apply in the Regional Championship games. Stop time commences when at any time in the last two minutes of the game the score is tied or within one goal. Stop time continues for the remainder of the game.

·         NZIHA MEMBERSHIP - To be eligible to play in the Central Regional League all players MUST be first registered with the NZIHA before participating in any regional game. The final date for registration and to be eligible for National Championships is July 31st, 2003. If any player in any team is found not to be registered  with the NZIHA  after participation in a regional league game the team shall default the game and the result shall be recorded as 5 – nil or the actual score whichever is the most advantageous to the non offending team.

Eligibility - Teams & Clubs

·         The 2003 Central Region Regional Championships is open to teams, entered by N.Z.I.H.A. Central Region Region clubs, in the U10, U12, U14, U16, U18, Women, Senior, Premier Grades. 

·         A club may enter more than one team in any Grade.

Eligibility - Players

·         All players must be currently registered with the NZIHA for the club they are playing for.

·         Players shall be entered as playing for one team only, except for women who may play for both the women’s grade and an age grade. Provided that they comply with age eligibility at all times, players are permitted to play in other teams of a higher age grade or division within the grade and of the same club to a maximum of three times. Where a player has played for other teams on three occasions they shall remain with the team with which they next play for the rest of the competition.

·         If the eligibility for entry to the New Zealand Championships is to be determined by way of a Regional Playoff Competition then players, including Women, must be entered under one team and can play for only one team during a regional playoff competition.

·         Note: At National Championships  players are  able to play for only ONE TEAM.

Dates

·         Games will be scheduled to commence March 29th, 2003 and finish no later than September 1st, 2003

·         Central Regional Playoff Championships will be held during August. The Dates are:  August 16/17 ( Snr, 18 and 16)  and August 23/24 (10?/12/14/Women. Depending on number of teams the grades playing each weekend may change.

·         There will be no games scheduled from  April 14 - 27th, May 31 - June 2nd and July 7th - 20th, this includes sanctioned tournament dates and the final weekend of school holidays in April and July. However if time is required to complete games it may be necessary to utilise school holiday first weekends.

·         Central Region Inter Regional grade team trials will take place August 2/3rd.

Venues

·         The Hamilton, Tauranga and New Plymouth rink may be used for all grades, the Waihi rink may be used for U10 and U12 grades only, usage will  depend on the number of teams entered and rink availability.

Format

·         Depending on the number of teams entered in each grade the format of competition is expected to be single round robin within each grade if time allows.  Where there are few teams in some grades a double round robin in each section will be scheduled. For the second round some grades may be combined ( eg U10/U12 and U18/Snr)

·         Where the grades are combined all games are league games and are subject to all the conditions contained in this events notice. For sake of clarity this includes the default conditions and conditions related to players playing in a higher grade.

·         The Central Region  will include a playoff competition allowing the top 5 placed clubs in each grade to play in a round robin playoff to determine the top two teams  eligible for National Championships.

AND

·         In the event of only two teams from different clubs in any grade, the two teams must play scheduled regional league games to be eligible for National Championships but will not be required to attend the regional playoff championship. In this case the seedings for National Championships will be determined by the placings at the end of the Regional League.

·         In the Senior competition the first placed team at the end of the round robin playoff ( Regional Championships) will have the option of electing to play in the Premier grade at National Championships. The first placed team MUST declare its intentions by the end of the playoff weekend. If the first placed team elects to play in the Premier grade then the second and third placed teams will qualify to play in the senior grade at National Championships.

·         At the end of the series of round robin games the winners of each grade will receive a trophy as the winners of the Regional League competition.

·         All games are to be played as per the draw but  may be rescheduled  by the League Co-ordinator if it is in the interests of the competition and only on the agreement of the two teams involved. Rescheduling will only be considered under exceptional circumstances and with a minimum of one week notice.

·         An NZIHA official scoresheet must be completed for each scheduled game including those defaulted, forfeited or no-shows. The host venue is responsible for providing scorebooks, stop watches, scoreclock and pucks.

Officials

·         For each scheduled game, each team is to provide one scorer/timekeeper. 

·         For each scheduled game, each team is to provide one referee.  In the event that attending teams are not able to provide these personnel the host venue MUST be advised 1 week prior to the scheduled game. In this case the host venue will make arrangements to supply the referee(s).

·         All teams are to assist with on-floor and off-floor official duties whenever possible.

·         Teams are advised to carry First Aid Kits to each game for their own players.

Entries, Team Entry Fees,  Rink Fees, Default Fees, Referee Reimbursement

·         Entries are to be on the advised to the League Co-ordinator.

·         The closing date for entries is March 15, 2003. Clubs have the option of adding teams into the second round, however no players who have played in the first round of games are eligible for these additional teams. Entry for any additional teams in the second round will close May 15th, 2003.

·         No late entries will be accepted.

·         The entry fee is …… per team.

·         A Default Fee of ……. is required from each Club. The Default Fee is forfeited to the Central Region by any club in the event of the first game forfeited. In addition the club of any team who forfeits a game will be invoiced a $50 rink fee for each occurrance. This $50 fee will be forwarded to the host rink where the forfeited game occurred. If, at the end of the league season a club has not forfeited any scheduled game the default fee  shall be returned.

·         Rink fees are …. / team per game paid to the host rink.

·         Referee Reimbursement  Referees shall only receive reimbursement once they have officiated for more than five games and thereafter. For all Level One referees the reimbursement will be $5 per game for all grades. For Level Two referees the reimbursement will be $5 per game for grades U10, U12, U14, U16 and Women and $10 per game for U18 and Senior grades.

The game REFEREES are responsible for signing the official game scoresheet for each game they officiate.

Names MUST be PRINTED clearly to ensure reimbursement payments can be authorised by the regional committee.

Draw

·         A draw will be published to all clubs by email and available on the internet via ( www.nziha.com) for the first round of competition ONE WEEK PRIOR TO THE START OF COMPETITION not later than March 24th.

·         Any updates to the draw will be emailed to clubs and available on the following website.  (http://home.clear.net.nz/pages/krys.beardman/)

Results

·         The WHITE scoresheet copy of all games ( including any defaulted, no-show, forfeit games)  MUST be fastposted to League Co-Ordinator on the Monday following each weekend of competition. Address to:  Central Region League Box 7039, New Plymouth

·         Game results and competition progress results will be published on the NZIHA Homepage ( www.nziha.com)  on a regular basis as soon as possible after they become available.

·         All team managers are to sign off the scoresheet prior to the start of each game.

·         In the case of a player serving a suspension, the Team Manager must record the game being served on the applicable scoresheet.

·         A copy of the game scoresheet must be made available to each team manager for each game their team plays.

 

Points

·         A win will be awarded 2 points, a draw 1 points, a loss 0 points, and a default, forfeit or no show will result in a minus 2 point being deducted from the teams overall points .

·         Ties will be resolved in favor of the team than beat the other when the tied teams last met. If that fails to resolve a tie, then the tie will be resolved in favor of the team with the best ratio of goals scored for and against over all games in the event.

·         A team found to have fielded an ineligible player shall default the game and the result shall be recorded as 5 – nil or the actual score whichever is the most advantageous to the non offending team.

Prizes

·         A prize giving will be held at (to be advised )

·         A Central Regional  Trophy will be awarded to the 1st placed teams in each grade.
