ORGANISING
AUTHORITY The organising
authority for the 2002 Northern Region Championships is the
Northern
Region committee.
RULES The
2002 Northern Region Championships will be conducted under sanction of the
NZIHA and it’s
by-laws, the NZIHA Rules 2002 Edition, the Northern
Region Championship Tournament Rules and
this Event Notice.
GRADES
THAT CAN BE CONTESTED U/10, U/12, U/14, U/16, U/18, Women,
Senior and Premier.
ELIGIBILITY
Clubs & Teams
The 2002 Northern
Region Championships are open to:
- All NZIHA affiliated clubs contained
within the boundaries of the Northern Region.
- All teams entered by such affiliated
clubs.

Each club is entitled to enter one team per grade per
division. Additional entries will be at the discretion of
the
Northern Region management committee, who may elect to delegate this
responsibility to the
Championship
co-ordinators.
Players
-
Players must be registered with the NZIHA for the club they are playing
for.

Players must be registered with the NZIHA prior to playing their first
game.

Players shall be entered as playing for one club and one team only,
except for Women who may play for
both Women’s grade
and an age grade, provided that they comply with age eligibility at all times.

Players must always comply with age eligibility and division eligibility
(if applicable). ie/. can not play down
an Age Grade or down a division within their own Age Grade, within their club.

Players may play up an Age Grade or a division within own Age Grade,
within their club, a maximum of three times, where a player has played 3 games
up whichever team they next play for is the team in which they must remain for
the rest of the competition.

Players can not play across a division within a Grade unless playing
up. ie/. a club may have 3 x U/12 teams, 2 x teams being designated (a 1
& a 2) with 1 being designated (b) or vice versa. A player in (a 1) can not
play for team (a 2) nor for the (b) team. However a player from the (b) team
can play up in any of the (a) teams a maximum of 3 times.
Note: At
National Championships, or a Regional Play-Off Competition where the results
determine which
teams may enter a
National Championships, players can be entered as playing for one team only.
FORMAT

The format of the Northern Region Championships will be that of a Round
Robin culminating in a Regional Play-Off between the top five teams within each
Age Grade from which the two top teams in each Age Grade will be eligible for
entry to the National Championships.

If due to unforeseen circumstances and/or if there are insufficient
teams in any grade there may not be the necessity of a grade competing in the
Regional Play-Off Competition, this circumstance will be decided upon by the
Northern Region Committee.

Depending upon the number of teams entered in each grade will be the
number of times teams play each other, however the minimum will be a double
Round Robin. ie/. home & away basis.

Where the number of entries within a grade is such that it is
impractical to run a single competition the Grade will be split into two
divisions. Clubs will have the choice of nominating the status of their teams,
either an (a) or a (b). Only teams competing in an (a) division within an Age
Grade will be eligible for qualification towards the National Championships.
VENUES The venues to be used are Mt
Wellington, Nutra-Life, Whangarei and upon completion, Keri
Keri. The
use of each rink will
depend upon the number of teams entered into the Northern Region Championships
and the individual rinks availability.
Any Club proposing to use a rink under the minimum size as dictated by
the NZIHA Rules 2002 Edition must apply to the Northern Region Committee for
dispensation to use. (Application forms available from the NZIHA secretary)
ENTRIES
& FEES All entries are to
be made on the official Northern Region Entry Form.
- Closing date for entry into the Northern
Region Championships is 5.00pm 22 February, 2002.

Late entries will not be accepted.
- Entry fees and referee levies per team are
to be decided mid February and clubs will be notified.
OFFICIALS
-
Teams are to provide two off-floor officials ie/. a
scorer/timekeeper and a goal judge. If teams do not have these officials they have
the choice of either using members of their team (players/team officials) or not
providing officials and having 1 point deducted from their overall points tally.

All Team Officials must be registered with the NZIHA.

Referees are to be admitted free.
DRAW A
draw will be produced and issued to all clubs for any comments. The final draw
will be published March 29. Games
will be played as per the “Final” draw, only exceptional circumstances or
unsafe rink conditions will allow a game to be postponed and replayed. The
Regional Chairperson, plus two others to be appointed
at beginning of each season, will be the sole judges of exceptional
circumstances, their decision will be binding and not subject to appeal.
All applications for a postponement must be made
directly to the Regional Chairperson.
COMPETITION
DATES Games will be scheduled to
commence 16
March, 2002 and finish no later than
01
September, 2002. There will be no games scheduled around the Easter break
29 March-02 April, Queens Birthday weekend 01-03 June or (if possible) the Middle
weekend of school
holidays 06-07 April, 06-07 July.
POINTS Points will be awarded or deducted as
follows:
- Win awarded 2 points
- Draw awarded 1 point each team
- Loss awarded 0 points
- A default or no show will result in 1
point being deducted from the offending teams overall points tally.
- A team found to have fielded an
ineligible player shall forfeit the game and the result shall be recorded as
5-nil or the actual score whichever is
the most advantageous to the non-offending team.

If a team chooses not to forfill their obligation of
providing two off-floor officials ie/. a scorer/timekeeper and a goal judge
they will have 1 point deducted from their overall points tally.
FINAL PLACING In the event of a tie when
determining the top five teams for advancement into the Regional Play-Offs, the
Northern Regions “Final Placing” format will be applied to determine the team/s
that will advance to the Region’s Championships Play-Offs.
GAME
RESULTS
-
Game scores are to be recorded in an Official NZIHA Score Book provided
by the Northern Region committee to each rink.

Each rink will nominate a person responsible for the
forwarding of the white copy of the game sheet to the Championship Coordinator
each Monday. A receptacle will be provided at each rink
for the white copies.

The yellow copy is for the away team and the green copy for the home
team.
-
Team managers are responsible for their teams copies of the score sheet
which are to be kept until after the completion of the Regional Championships
and made available to the Championship Coordinator if requested, due to a white
copy going missing.

Game results and competition progress information will be posted on the
NZIHA homepage
(www.nziha.com)
as they become available.

Progress results will be sent to club secretaries
-
The frequency of postings on the NZIHA home page and to clubs will
depend upon the regularity of score sheets being forwarded to the Championship
Coordinator.
- Each club is to advise an email contact
address for the receiving of updated Regional Championship
information.
PRIZES A prize giving will be held at the end of the 2nd week of the Regional Play-off
competition. The venue
and time will be announced once
decided.
Prizes will be awarded to the
1st, 2nd and 3rd placed teams in each Grade
and each Division as at the
conclusion of the Northern
Region Championships. (not Regional Play-Offs)
