The 2002 Lower North Island Regional League and Championship is open to
teams in the U10, U12, U14, U16, U18, Women, Senior (Division one and Division
two)
A club may enter more than one team in any Grade in the Regional League Competition, which determines entry into the Regional Championships. Only one club per grade can be entered into the Regional Championships.
A copy of the
events notice is attached.
REGIONAL
LEAGUE
COSTS
·
The entry fee
is $15.00 per team.
·
A refundable
bond of $100 is required from each Club to cover rink fees in the event of a
default or forfeit. Each default or
forfeit will reduce the refundable portion of the
bond by $50.00.
·
Each game will
cost $40.00 payable to the host Club, preferably by one club cheque to cover
all teams. Any admission fees charged
by independent venue owners will be an additional cost.
·
The host club
will be responsible for reimbursing referees $10.00 per game.
·
Teams that
default will be required to pay a team fee of $80.00 to the host team to cover the liabilities for the rink hire
and referee costs. Any failures to pay
will be referred to the Regional Committee for action.
·
All referees
and game officials are to be admitted free except when required to pay the
admission fees charged by independent venue owners.

These will be
held in Palmerston North during the last two weekends in August. Entry Fees and the closing date will be
advised late July early August

The organising authority for the Lower North Island 2002 Regional
Championships is the Lower North Island
Regional Committee.
·
The Lower North Island 2002 Regional
Championship will be conducted under the N.Z.I.H.A. By-laws, N.Z.I.H.A. Game
Rules and this Event Notice. Players
not dressed in the team uniform (jersey and pants) can not participate in the
game.
·
Games shall be
four 10 minute quarters, with a 1 minute break between quarters and a 2 minute
half time break. Each team may have one
time out per game.
·
Stop time will
apply in Regional League games and the Regional Championship games. Stop time commences when at any time in the
last two minutes of the game the score is tied or within one goal. Stop time continues for the remainder of the
game.
·
Overtime will
only be played in Regional Championship games as each game must have a winner
and rule 638 relating to tied games will apply.
·
The 2002 Lower North Island Regional
Championship is open to teams, entered by N.Z.I.H.A. Lower North Island Region clubs, in the U10, U12, U14, U16, U18,
Women, Senior, Premier Grades.
·
A club may
enter more than one team in any Grade.
·
All players
must be currently registered with the NZIHA for the club they are playing
for. There will be an audit of
players. Players not registered are
ineligible.
·
Players shall
be entered as playing for one team only, except for women who may play for both
the women’s grade and an age grade. Provided that they comply with age
eligibility at all times, players are permitted to play in other teams of a higher age grade or division
within the grade and of the same club to a maximum of three times.
Where a player has played for other teams on three occasions they shall remain
with the team with which they next play for the rest of the competition.

Other
exceptions can be made in cases of an emergency or injury or if a team ceases
to exist. Such exceptions are rare and
are made at the discretion of the Regional Chairperson or if the application
for an exception involves members of his/her own Club, or where they have a close
personal interest the application will be considered by Regional Secretary.
·
Note that at
Regional Championships and at Nationals players are only permitted to play for
one team.
·
Games will be
scheduled to commence 21 April 2002
and finish no later than 1 September
2002.
·
There will be
no games scheduled on 2 June 2002.
·
If possible
games will not be scheduled on 7 July
2002.
·
The Nothing But Wheels, Wellington Recreational
Centre, Manawatu Arena, Kapiti Skate and Blade, Rimutaka, Jackals, Napier
Sharks and Jubliee Stadium rinks may be used depending on the number of
teams entered and rink availability.
·
Senior A games
will be played on rinks equal to or greater than 40x 20 metres.
·
There will be
two Senior divisions, split according to the requirements of the teams. Division one will comprise those teams
wishing to qualify for a place in either the senior or premier grades at
nationals and who have a realistic chance of obtaining a place. Division two will comprise of teams not
wishing to compete at National level.
·
There will be
a double round robin for all grades with six or less teams entered.
·
There will be
a single round robin for all grades with eight or more teams entered.
·
Grades with
seven teams entered will play a double round robin if it can be scheduled or if
it cannot a single round robin.
·
At the end of
the series of round robins the winners of each grade will receive a trophy as
the winners of the round robin competition.
·
The top five
teams in each of the grades except Senior division one and Senior division two
will compete in the Regional Championships.
The first and second place getters in the Regional Championships shall
represent the region at the National competition.
·
The top two
teams in the Senior division one will be deemed as Regional Premier teams and
will play three games against each other at the Regional Championships to
determine seedings for Nationals. Teams
placed third to seventh in the Senior Division one will compete in the Regional
Championships. The first and second
place getters in the Regional Championships shall qualify to enter the
Senior competition at the National Championships.

There will be
no Regional Championships for the Senior division two teams..
·
A team will
default if they are not ready to play 15 minutes prior to the start of the
scheduled time. Where possible early
notification of a default should be advised to the host club.
·
All teams are
to provide one scorer/timekeeper for each game.
·

date for entries is 8 March.
·

A draw for the
Regional League will be published and distributed to all clubs after the close
of entries, and not later than 5 April.
·
All games are
to be played as per the draw but may be rescheduled by mutual agreement between
the two teams, the rink manager and the Tournament Scheduler.
·
The draft draw
for the Regional Championships will be published and distributed to all clubs
not later than 5 August and will be finalised as soon as all of places can be
confirmed.
·
Game scores
are to be recorded in an N.Z.I.H.A. Official Score Sheet provided by the
host club.
·
A score sheet
must be completed for each scheduled game, including those defaulted or
forfeited.
·
A copy of the
score sheet shall be given to the Manager of each team at the conclusion of
each game.
·
It is the
responsibility of the Host Club to forward the top copy to the Regional
statistician (1188 Fergusson Drive, Upper Hutt) no later than 10 days after the
game. In the event of a score sheet not
being received on time the visiting team shall be awarded two points and their
score and the host team shall be awarded no points and no score.
·
Game results
and competition progress results will be distributed to each Club and the NZIHA
by the regional statistician at the end of each month as soon as possible after
they become available.
·
A win will be
awarded 2 points, a draw 1 point, a loss 0 points. A default, forfeit or no
show will result in minus 1 point being deducted from the offending teams overall
points and other team being awarded 2 points for a win.
·
At the
conclusion of the round robins teams that have equal points will be resolved in
favor of the team that beat the other when the tied teams last met. If that
fails to resolve a tie, then the tie will be resolved in favor of the team with
the best ratio of goals scored for and against over all games in the regional
league event.
·
During the
Regional Championships each game must have a result. Stop time will be played in the last two minutes of the game the
score is tied or within one goal. Stop
time continues for the remainder of the game.
If the game is tied rule 638 will apply.
·
In the case of
a defaulted game the team defaulted to will be given a score based on the
average goals scored during the competition.
The team defaulting will receive no score.
·
If after play
has commenced if a team refuses to take the floor the game will be forfeited
and the score shall be recorded as either 1-0 or the current score, whichever
is the most advantageous for the non offending team.
·
A team found
to have fielded an ineligible player or who the referee determines has
forfeited the game and the result shall be recorded as 5-nil or the actual
score whichever is the most advantageous to the non offending team.
·
