Inter-Regional  Championship 2002

                 

                                                  (NZIHA  Teams)  

The Inter-Regional Championship is staged annually as the culmination of the inline hockey season.   The Inter-Regional Trophy is awarded to the Region with the most points in the Championship.

 

Organising Authority:

The organising authority for the Inter-Regional Championship is the NZIHA.  The NZIHA has delegated the organisation of the Championship to the Lower North Island Regional Committee.

 

Date, Venue, Entries:

·        The Inter-Regional Championship will be held at Arena 4, Pascal St, Palmerston North 25-28 October 2002.

·        The closing date for team entries shall be 20 September 2002.

·        The closing date for notification of team rosters shall be 14 days prior to the start of the Championship.   Team rosters may not be added to after the start of the Championship.   Team rosters should be sent to the Secretary of the Lower North Island.

·        The competition in each grade will be a round robin.

 

Eligibility:

·        Each region may enter one team in each of the following grades: Under 10, Under 12, Under 14, Under 16, Under 18, Senior, Women and Masters.

·        At the conclusion of the Inter Regional competition for the Under 14 team and Women’s teams they will each compete against a team from Australia.  This will be followed by a tournament selection team playing one game against the Australian teams

·        All players must be registered with NZIHA for a NZIHA Club within the region represented.

  • Players of other nationalities must have resided in New Zealand for a minimum of 28 days.
  • Players are to be entered as playing for one team only, unless they are selected for the tournament selection team.
  • Players may be selected to play in their own age grade for Inter-Regional teams

 

Rules:

·        The Inter Regional Championship will be conducted under the N.Z.I.H.A. By-laws, N.Z.I.H.A. Game Rules and the Event Notice. 

·        Games shall be four 10 minute quarters, with a 1 minute break between quarters and a 2 minute half time break.  Each team may have one time out per game.

·        Stop time will apply in the Inter Regional Championship games.  Stop time commences when at any time in the last two minutes of the fourth period the score is tied or within one goal.  Stop time continues for the remainder of the fourth period..

·        In the event of a tie at the end of regular time, overtime will be played in Inter Regional Championship games as each game must have a winner and rule 638 relating to tied games will apply.  Stop time will be played in the final two minutes of overtime.

·        Players must play for one and the same team throughout the tournament 

·        All players must wear protective gear as per NZIHA Rule Book. 

·        All players in a team must be in matching jerseys and must wear their club playing pants or regional team pants as directed by their Coach.

·        If in the event of a tie after the completion of the round robin competition, the following tie-breaker rules apply. (see attached Final Placing document)

·        Teams must be ready to play 30 minutes before the scheduled playing time

Teams:

·        In each grade the recommended team size is 12 field players and two goalies.  Each team may have a maximum of four team officials.  Please note that no unregistered team official will be permitted on or near the playing benches.  

·        Each Regional Committee shall be responsible for the organisation of :-

-        the selection of teams

-        the coaching of teams

-        the teams’  playing uniforms

-        duties as required by the Tournament Organisers

 

Tournament Disciplinary Committee

1.     The Tournament Disciplinary Tribunal will handle all match penalties, disputes or protests. All protests must be in writing, accompanied by a fee of $100, and lodged with the Tournament Controller within 30 minutes of the conclusion of play in the game to which the protest applies. The $100 fee is refundable only if the protest is upheld. The decision of the Tournament Disciplinary Committee is final.

On and Off Floor Officials:

·        All regions will be rostered on for goal judging, scoring, and timekeeping throughout the tournament. Please be ready 30 minutes before the rostered times.  In order to officiate as a referee, timekeeper or scorer at the Inter-Regional Championship it is necessary to hold current NZIHA registration

 

·        The names of the individuals undertaking these duties must be advised prior to the event commencing. 

 

Points:

In each game the points awarded shall be two points for a win and zero points for a loss.  The players and team officials in the:

  • first placed team in each grade shall be awarded  gold medals
  • second placed team in each grade shall be awarded silver medals

·        third placed team in each grade shall be awarded bronze medals

 

The Formula for determining the winner of the Inter-Regional Trophy is:-

 

1.     Grade Points:-

First in Grade              -  3 points

Second in Grade         -  2 points

Third in Grade             -  1 point

Fourth in Grade           -  0 point

 

2.     The Region with the most Grade points is the winning Region.

  • If, after Grade Points are accounted for, two or more regions are tied, the winning region shall be determined by a “head-to-head “ calculation comparing the tied teams.
  • In the event that a tie still exists after steps 1 and 2, the winning region shall be the region winning the most first places comparing the tied teams.

Final Placings




Determining a placing within round robin play.



If the addition of points brings two or more teams to an equal amount of points at the end of the round robin, and they are in a placement or move-up position, the team position will be determined as follows:



A)   The victor of the head to head competition round shall be awarded placement position.

Team A 10 goals defeated Team B 6 goals

Team A will be declared the winner.

B)  If a tie still results from A) above then the next highest total of goals for minus goals against for the entire round shall be used to determine position for tying teams.

Goals For        Goals Against              Differential

                        Team A                             15                    10                                + 5

                        Team B                23                     8                                 + 15

                        Team B will be declared the winner with the greater differential.

 

C)  If any teams are still tied after A) and B) above then goal average will be determined to place the teams. This is achieved by goals for divided by goals against.

 

Goals For        Goals Against              Differential

                        Team A                             15                     10                                + 5

                        Team B                            23                     18                                + 5

                        Team A goal average is 15/10 = 1.5

                        Team B goal average is 23/18 = 1.27

                        Team A will be declared the winner with the higher goal average.

 

D)  If the teams are still tied after A), B) & C) then the team with the least penalty minutes for the entire round robin shall be used to place the teams.
